Project Description

According to the bank's website, "the proposed technical assistance (TA) aims to strengthen the national medical insurance system in the People's Republic of China (PRC) to promote the development of primary medical institutions and improve access to health care. The proposed TA will support targeted research on insurance policies and local practices, policy innovation, and knowledge-sharing activities that showcase experiences of PRC focused on strengthening insurance support for primary medical institutions. The proposed TA will: (i) explore the feasibility of innovative payment models for chronic disease management, including capitation for outpatient care; (ii) propose policy recommendations on improving global budget mechanisms for county-level medical consortiums ; (iii) explore the feasibility of preferential payments / financial incentives for frequently occurring diseases with local characteristics to the most suitable primary care institutions; and (iv) study best practices and lessons from selected international and domestic areas on family doctor contracting models. By aligning with the PRC's 14th Five-Year Plan and Health China 2030 strategy, the TA will contribute to building a more equitable, efficient, and resilient healthcare system anchored in strong community-level care".
