Project Description

According to the ADB, the project consists of the modernization of District Heating Systems in several cities of Navoiy, Tashkent, and Fergana Regions. The project was formally requested by Government of Uzbekistan.

Uzbekistan's centralized heating system was developed between the 1950s and 1970s. Due to aging infrastructure, it now faces critical challenges including inefficiency, resource waste, and the increasing demand for more reliable and sustainable energy solutions. The country's heavy reliance on low-cost, depleting hydrocarbon resources has made it one of the most energy-intensive in the region, exacerbating environmental degradation and carbon emissions. The 2023 energy crisis, triggered by an extreme winter, underscored the fragility of the current system and the urgent need for resilient, sustainable solutions. In response, the government has launched a transformative modernization program, consolidating fragmented utilities under JSC "Issiqlikta'minoti" and committing to a five-year roadmap aimed at expanding heating coverage, reducing losses, and integrating cleaner technologies.

This proposed project supports the national reforms by targeting six cities with tailored interventions to modernize heating infrastructure, improve energy efficiency, and reduce environmental impactultimately enhancing service reliability and climate resilience for urban populations.

The implementing agency will be Issiqlikta'minoti Joint Stock Company.

As stated on Alampir.uz, the establishment of “Issiqlikta’minoti” (Heat Supply) Joint Stock Company (JSC) has been announced. This decision is part of the presidential decree issued on March 11, aimed at radically reforming the heating supply sector and improving the energy efficiency of buildings.

According to the decree, “Issiqlikta’minoti” JSC will operate under the Ministry of Construction and Housing Utilities, which is tasked with implementing unified state policies in the field of heat supply.
