According to bank's website, this project aims to target five binding constraints: low agricultural productivity due to skills gaps, weak alignment between training and industry demand, limited school-to-work transition pathways, inadequate financing, and low attractiveness of CATs for rural and disadvantaged students. The project will scale enrollment to a viable threshold of 1,5002,000 students per CAT while strengthening private sector engagement through co-investment, work-based learning, and value chain partnerships. During processing the project team will explore unlocking opportunities for high job placements and strong support eco-system to agribusiness startups, while improving productivity and value addition across priority agricultural value chains. Project will also incorporate design to strengthen CAT financial viability through internal revenue generation. These objectives will position CATs as regional hubs for skills, innovation, and job creation in Thailand's agriculture sector.
