According to the Bank’s website, the technical assistance (TA) aims to improve institutional emergency management capacity to address climate-related disasters caused by typhoons and floods in Zhejiang Province. This will be achieved through the effective integration of observatory data, short-term heavy rainfall forecasting, and gender-inclusive decision-making support systems, and the introduction of intelligent digital technologies following the digital principles of the Asian Development Bank on data governance, cybersecurity, and the ethical application of artificial intelligence. Real-time information and intelligent decision support systems are expected to reduce human factors in decision-making, support efficient resource allocation, and optimize emergency responses. The TA will also improve cross-agency coordination and enhance climate and disaster risk management and grassroots decision-making. The TA will explore ways to optimize digital transformation by adopting best practices such as interoperable data platforms, open standards for early warning systems, and connections to digital public infrastructure or shared cloud and/or data services that enable application beyond Zhejiang Province.
