According to the bank's website, "the technical assistance (TA) will support the sustainable and integrated management of complex ecosystems and land uses - mountains, water bodies, forests, farmlands, lakes, grasslands, and deserts - in the arid and ecologically fragile Hetao Irrigated Oasis (HIO) in the Yellow River Basin (YRB). The TA will: (i) enhance understanding of upstream-downstream surface and ground water dynamics under changing environmental conditions and management practices and assess their impacts on ecosystems; (ii) identify landscape-based and integrated solutions for sustainable land and water management; and (iii) strengthen institutional and technical capacity through training programs and knowledge dissemination with publications, policy briefs, and exchange activities".

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment.
