According to the bank's website, the "technical assistance (TA) will support the Government of Timor-Leste in strengthening institutional capacity of project implementation, including improving the readiness of future project pipelines and delivering knowledge products in line with the Asian Development Bank's (ADB) Country Partnership Strategy for Timor-Leste 2023-2027. The TA was initially proposed during the 2024 country programming and portfolio review mission (CPPRM) and reaffirmed during the 2025 CPPRM. It will also provide targeted knowledge support to strengthen pipeline development and policy dialogue. The TA activities will be jointly coordinated by the Directorate General of External Resources Management and Mobilization of the Ministry of Finance (MoF) and the Timor-Leste Resident Mission (TLRM).
