According to the Bank’s website, the Enhancing the Green Fiscal Consolidation Program will help the Government of Bhutan achieve fiscal sustainability and address climate concerns. The program will use a dual approach: (i) strengthening revenue mobilization; and (ii) enhancing public financial management (PFM), including rationalizing public expenditures. Fiscal space must be expanded for the government to finance its development objectives, including climate adaptation and mitigation, and reduce its reliance on external grants.
The proposed policy-based loan (PBL) will use a programmatic approach with two subprograms: subprogram 1, scheduled for implementation from October 2025 to December 2026; and subprogram 2, scheduled for implementation from January 2027 to January 2029.
The program is classified category C for the environment, involuntary resettlement, and indigenous peoples. It is not expected to cause adverse environmental and involuntary resettlement impacts or cause displacement or affect the livelihoods, culture, or territories of indigenous communities.

Grant (Asian Development Fund): US$ 5.00 million
