Project Description

As stated by the ADB, this regional technical assistance (TA) aims to enhance procurement, project readiness, and portfolio and project management capacities across developing member countries (DMCs) in Central and West Asia Department (CWRD). The TA prioritizes tailored support to executing and implementing agencies of Asian Development Bank (ADB)-financed projects, particularly those requiring targeted, hands-on assistance during critical phases of project design and implementation.

The TA is expected to improve portfolio quality and mitigate implementation delays by deploying international and national consultants to strengthen procurement, contract, and project management capacities. Analytical studies will also be undertaken and best practices in portfolio management consolidated for replication across DMCs. A key feature of this TA is the institutional strengthening of capacity development resource centers (CDRCs) throughout the region, complemented by ongoing training programs and workshops to deepen understanding and application of ADB's operational procedures, especially those related to project design and implementation. The TA leverages ADB's established CDRC branding while adapting it to reflect CWRD's unique regional priorities and context.

This TA builds on the successful outcomes of TA for Enhancing Project Readiness and Implementation in Central and West Asia (TA 9692) which significantly enhanced project readiness and implementation capacity among executing and implementing agencies in Central and West Asia. That TA project delivered regional workshops, consultant support, and a scoping study for CDRCs. The current TA scales up these efforts to meet growing demand for strengthening institutional, portfolio, and project management.

The TA is aligned with strategic focus area on regional cooperation and public goods promoting regional reach, collaboration, knowledge sharing, coordination across multiple DMCs. The TA is linked with development results 11 (businesses and public institutions with improved service delivery and financial stability) that incorporates:

(i) support to institutional capacity development;
(ii) proven models for institutional strengthening and project readiness;
(iii) tailored CDRC models based on country context and absorptive capacity;
(iv) integration of project readiness filters and safeguards compliance into procurement workflows for implementation efficiency; and
(v) use of alumni networks and branding to sustain institutional memory.

The TA complements ongoing efforts in CWRD by i) scaling up initiatives from TA 9692, ii) aligning with country-specific readiness filters and project modalities, and iii) coordinating with other ADB departments (e.g., Central Asia Regional Economic Cooperation Secretariat, Independent Evaluation Department, Office of Anticorruption and Integrity, Office of Safeguards, Procurement, Portfolio, and Financial Management Department, Strategy, Policy, and Partnerships Department, among others) to ensure synergy and avoid duplication.
