The proposed TA aims to support the Maharashtra Metro Rail Corporation Limited (Maha Metro) in developing energy efficiency in its metro rail projects. Key activities proposed under the TA are (i) design and development of a large battery storage system for the use of stored energy for traction power of metro rail system, (ii) development of mobile-based application for safe accessibility to metro rail and feeder systems, and (iii) knowledge support for improving financial sustainability of Maha Metro.

Maharashtra Metro Rail Corporation Limited (Maha Metro) is incorporated as special purpose vehicle with 50:50 equity of the Government of India and Government of Maharashtra. Maha Metro is entrusted to develop and operate the metro rail projects in different cities of Maharashtra such as Nagpur, Pune, and Thane. The Asian Development Bank (ADB) has approved a loan of JPY31.38 billion ($200 million equivalent) to India in 2024 for the execution of Phase 2 of the Nagpur Metro Rail Project. The Phase 2 extension of the existing metro rail network in Nagpur by 43.8 kilometers, will connect the growing and upcoming urban agglomerations in the northern and eastern areas with the industrial and economic hubs in the southern and western areas of the Nagpur metropolitan area. The combined 83.0 kilometers Phase 1 and Phase 2 network is expected to cater 590,000 passenger trips by 2031.

The outcome of the TA will be strengthening the institutional capacity of Maha Metro for efficient implementation of the metro rail projects in Maharashtra. The TA outputs are to develop (i) institutional capacity on financial sustainability, (ii) digital technology on passenger safety, and (iii) energy efficiency in selected developing member countries strengthened to drive the transition to sustainable transport systems. Initially, the outcome of the TA will be implemented on the Nagpur Metro and would be applied later in other metro projects in Pune and Thane, thereby improving the efficiency of Maha Metro and achieving sustainability in operations of metro rail systems. Another intervention to support Maha Metro is to extend technical cooperation in developing plans for maximizing ridership and capacity building of Maha Metro staff on financial sustainability.
