Project Description

According to ADB, the proposed technical assistance (TA) cluster on Strengthening Programmatic and Evidence-based Approaches for Resilience and Sustainability in South Asia was approved in December 2025 with a total financing amount of $4,000,000. This Subproject 1 (TA 10735) will directly contribute to the outputs of the TA cluster and will have the following outcome: Institutional capacity of South Asia DMCs for evidence-based planning and decision-making on climate and disaster resilience and environmental sustainability strengthened. This subproject intends to enhance the capacity of South Asia DMCs in (i) strengthening management and sharing of climate, disaster, and environmental data and records for planning and decision making, (ii) applying evidence-based approaches in designing integrated and programmatic solutions and innovative financing mechanisms for climate and disaster resilience and environmental sustainability, and in (iii) documenting and sharing lessons and good practices across South Asia to address resilience and sustainability challenges that are regional in nature and/or with transboundary impacts.

The TA cluster subproject is aligned with ADB's Strategy 2030 and Climate Change Action Plan 2023-2030. Strategy 2030 identified five strategic focus areas where work needs to be accelerated: (i) climate action, (ii) private sector development, (iii) regional cooperation, (iv) digital transformation, and (v) resilience and empowerment, 2 while the ADB Climate Change Action Plan 2023-2030 articulates the need for evidence-based approaches and innovation, promoting integrated and multisector solutions, and prioritizing programmatic approaches for transformational impact to help DMCs tackle climate change.
