Project Description

According to ADB, the technical assistance (TA) cluster on "Strengthening Programmatic and Evidence-based Approaches for Resilience and Sustainability in South Asia" approved in December 2025 with a total financing amount of $4,000,000, aims to mainstream climate and disaster resilience and environmental sustainability considerations in ADB-financed projects in South Asia by strengthening the institutional capacity of South Asia developing member countries (DMCs) for evidence-based planning and decision-making on climate and disaster resilience and environmental sustainability.

The outputs of this cluster TA include: (i) diagnostic studies, data systems, and innovative financing mechanisms supported; (ii) capacity building for evidence- and risk-informed planning and decision-making, and innovative financing for climate and disaster resilience and environmental sustainability supported; and (iii) knowledge exchange on climate and disaster resilience and environmental sustainability enhanced. To achieve these, five subprojects will be processed and implemented.

The TA builds on the achievements and support provided by other TA projects on climate and disaster resilience and environmental sustainability. Activities from these TA projects include (i) promoting programmatic approaches for climate and disaster resilience and environmental sustainability; (ii) supporting climate and disaster risk assessments of pipeline projects; (iii) identifying climate adaptation investment priorities; (iv) enhancing support for early warning systems; (v) promoting coastal resilience and nature-based solutions; and (vi) supporting country engagement, coordination, and institutional capacity building.
