As stated by the ADB, the proposed TA aims to strengthen the local capacity of the energy sectors in Nauru, the Solomon Islands, and Vanuatu. It will provide capacity strengthening support for sector policy and strategy, project development and implementation, and stakeholder coordination, including engagement with private sector investors. It will support the targeted countries in strengthening energy sector governance, improving project implementation performance, and increasing readiness of pipeline projects.
The proposed TA aligns with the Pacific Approach 2021-2025 and Strategy 2040 Midterm Review priorities with focus on:
(i) decentralized operations in the field with more capacity available to support the developing member countries;
(ii) integrated and seamless support through upstream to downstream activities of the project cycle;
(iii) climate actions on mitigation, adaptation, and disaster resilience and response;
(iv) private sector development, which requires additional knowledge and skills to effectively collaborate with a broader range of stakeholders; and
(v) a new way of working by taking a regional approach and customizing support to fit the Pacific context with a particular attention on capacity enhancement.
