As stated by the ADB, the proposed project will demonstrate the validity of the proposed Coal-to-Solar transition approach to address the air pollution issue in the ger areas in a sustainable manner. The project comprises four outputs, namely the roadmap development output, the investment output, the capacity building output, and the carbon financing design assessment output. The capacity building output will explore an innovative financing scheme through carbon market participation. The investment output will finance the installation of distributed solar PV panels, house-insulation, electricity heating and locally battery assembly facility, which is named as 'Coal to Solar model . The project plan to be implemented in three subdistricts covering 400 families among which women-headed and vulnerable families are included. The roadmap development output will design the roll out plan of the proposed Coal-to-Solar transition approach to the entire ger areas.
