According to the Bank’s website, the technical assistance (TA) will support the People's Republic of China (PRC) in advancing natural capital accounting (NCA), encompassing natural resource assets (stocks) and ecosystem services (flows), by establishing standardized and scalable accounting frameworks and methodologies aligned with the PRC's natural resource monitoring systems and governance structure. The TA will also enhance the capacity of government agencies to implement a robust NCA systemserving as a foundation for mainstreaming and integrating natural capital into planning, investment, and policy decisions.
The TA will:
(i) develop a contextualized theoretical framework for NCA, building on national and international work;
(ii) design standardized NCA methodologies and pilot test them in Shenzhen City and Chifeng City; and
(iii) strengthen knowledge and capacity for applying the contextualized NCA frameworks and methodologies.

The TA financing amount is $300,000, which will be financed on a grant basis by ADB’s Technical Assistance Special Fund (TASF–other sources).
The government will provide counterpart support in the form of remuneration and local travel expenses of counterpart staff; provision of available relevant government data and studies for the TA consultants’ use; office accommodation and facilities, including use of meeting rooms; administrative assistance; and other in-kind contributions.
