According to the Bank’s website, the project addresses the market failure of underinvestment in ecosystem and sustainable land management due to the absence of clear property rights, inadequate incentives, and unpriced environmental externalities.
The primary focus of the project is on climate action through nature-based solutions by enhancing ecosystem resilience and sustainable and climate-resilient forest and pasture landscape management. It also supports enhanced ecosystem services and biodiversity protection as regional public goods, and resilience and empowerment as it will fully engage women in forest and pasture governance and decision-making and support community adaptive capacity through diversified livelihood opportunities. Finally, the project also supports digital transformation of forest management.
The project further supports the CAREC Climate Change Vision through coordinated forest conservation strategies and demonstrating best practices in natural resources management.

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment.
