As stated by the ADB, the project will finance the construction of a 15 MWac (approximately 18 MWp) FPV plant on the HPP5 reservoir, together with implementation and institutional capacity support. The investment is envisaged as an initial proof-of-implementation and is supported by a pipeline of approximately 176 megawatts of confirmed feasible FPV capacity across additional reservoirs, which could be developed in the future with private-sector participation.
The proposed 15 megawatt-alternating current (MWac) or approximately 18 megawatt-peak (MWp), FPV pilot at the Hydropower Plant 5 (HPP5) reservoir about 10 kilometers northeast of Bishkek builds on the successful 100 kilowatt pilot of the Asian Development Bank (ADB) at the same site and will serve as an initial sovereign-financed proof-of-implementation to establish a replicable technical and commercial template for scaling.
The project directly addresses three core development constraints:
(i) Energy diversification and security reducing over-reliance on hydropower and import exposure by adding new renewable generation near the Bishkek load center;
(ii) Climate resilience and the water-energy nexus improving operational flexibility of hydropower-linked supply and strengthening resilience to hydrological variability; and
(iii) Land-use efficiency and environmental sustainability delivering utility-scale solar without competing for scarce agricultural or urban land.
The project aligns with ADB Strategy 2030 operational priorities, notably climate action, building climate and disaster resilient and sustainable infrastructure, and enabling conditions for private sector participation through market demonstration and ecosystem building.
