According to the Bank’s website, in 2021 the state of Gujarat established Kaushalya: The Skill University (KSU), which aims to provide industry-relevant advanced skills training in priority sectors: (i) logistics, (ii) automotive, (iii) manufacturing, (iv) information technology (IT), (v) renewable energy, (vi) healthcare services, and (vii) agri-tech services and frontier technologies through a hub-and-spoke model, through KSU mega industrial training institutes (ITIs) and affiliated industry institutions. To establish KSU as a leader in high-end technical and vocational education and training (TVET) in Gujarat, this TA will provide technical assistance for (i) strengthening the quality assurance system to meet international certification standards; and (ii) twinning arrangements and partnerships with industry and international TVET institutes for technology exchange, program development, green technology, and applied research.
The proposed TA will support the implementation of ADB's $109.97 million results-based lending (RBL) for the Gujarat Skills Development Program. The RBL program's impact will be diverse skilling opportunities provided to one million youth over the period 20252034. The outcome will be an increase in the workforce with skills for priority industries, by 2030. The outcome will be measured through three disbursement-linked indicators (DLIs): (i) graduates with advanced skills for priority industries employed or in apprenticeships (DLI 1); (ii) females enrolled in engineering trades (DLI 2); and (iii) socioeconomically disadvantaged people having gained skills for employment (DLI 3) in priority sectors from National Skills Qualifications Framework level 3 and above.
The TA financing amount is $1,000,000, which will be financed on a grant basis by Japan Special Fund.
