According to the Bank’s website, ADB's support through the small-scale TA is essential due to the limited capacity of developing member countries' (DMCs) ministries to implement gender-related policies within their organizations. These ministries lack the institutional expertise and technical knowledge to effectively integrate gender considerations into their operations, particularly in human resource (HR) policies, recruitment, and retention practices aimed at addressing the underrepresentation of women in technical and leadership roles. The TA will help bridge these capacity gaps through targeted interventions, including training and technical guidance. It will provide hands-on support to ensure gender-responsive planning and the implementation of HR policies, which are critical for achieving the project's intended gender outcomes. Without this additional support, there is a risk that gender commitments under the loans may not be effectively realized.
The general assistance proposed herein responds to an unforeseen demand not considered in country programming exercises. The Women in Transport network in Central and West Asia was only established in January 2025, and request for extension to East Asia was only made following that.
The TA financing amount is $225,000, which will be financed on a grant basis by ADB’s Technical Assistance Special Fund (TASF-other sources).
