According to the Bank’s website, a $365 million loan is proposed for Karnataka's road sector to construct and improve approximately 5,000 km of rural roads. The selected rural roads are part of Karnataka's District Rural Road Plan (DRRP) and were assessed and prioritized using a multi-criteria analysis developed through PMGSY. The project design focuses on building an all-weather, climate-resilient, and sustainable rural road network through (i) climate-resilient engineering designs (adequate drainage, raised road embankments in flood-prone areas, resilient pavement materials, slope protection in hilly terrain); (ii) strengthened institutional capacity for better planning, asset management, and maintenance of rural roads; and (iii) integration of innovative practices such as nature-based solutions, geotextiles and soil stabilization techniques tailored to local conditions. These interventions will ensure the roads remain serviceable year-round, even under extreme weather conditions, thereby protecting investments and connectivity benefits over the long term. The project integrates targeted climate adaptation measures to strengthen Karnataka's transport resilience and supports India's commitments under its Nationally Determined Contributions by enhancing climate-resilient infrastructure in vulnerable rural areas.
Rural connectivity projects are aligned with the Government of Karnataka's long-term vision to promote balanced regional development and reduce regional disparities, as articulated in the Vision 2030: Strategies and Action Plan for Karnataka and the mandate of the Kalyana Karnataka Regional Development Board. At the national level, the project complements the Pradhan Mantri Gram Sadak Yojana (PMGSY) and related rural infrastructure initiatives that prioritize all-weather rural connectivity as a foundation for poverty reduction and rural economic growth. The project is also consistent with India's climate policy framework, particularly its emphasis on climate-resilient infrastructure development. India's National Action Plan on Climate Change highlights the need for adaptation measures across vulnerable sectors, as this project contributes to those objectives by integrating climate-resilient design features into rural road improvements.
