According to the Bank’s website, the Inclusive and Resilient Urban Development Project is proposed for Asian Development Bank (ADB) financing. The project, which will be implemented during 2026–2031, aims to support the Government of Bhutan’s efforts to (i) improve urban infrastructure to respond to urban growth pressure, (ii) provide resilient and affordable housing to address a shortage of quality homes for the low-income group, and (iii) strengthen urban governance through integrated urban planning for sustainable urban development.
The technical assistance (TA) will support the ensuing project’s key activities, including (i) preparing and finalizing the Amochhu Local Area Plan (LAP); (ii) developing affordable housing solutions for low-income groups in response to anticipated rapid population growth; (iii) providing strategic and technical inputs to strengthen urban governance frameworks; (iv) supporting sustainable cross-border tourism development by leveraging Phuentsholing’s strategic location; and (v) implementing capacity-building programs to enhance the government’s institutional capacity for integrated urban planning, including development control regulations.
The TA financing amount is $1,000,000, which will be financed on a grant basis by ADB’s Technical Assistance Special Fund (TASF 8).
The government will provide counterpart support in the form of counterpart staff, meeting rooms, provision of available government data and reports for consultant use, necessary coordination with stakeholder agencies, and other in-kind contributions.
