Project Description

According to the Bank’s website, the proposed sector loan will support the Government of Turkiye in restoring, improving, and expanding drinking water supply, wastewater, and drainage services in districts or municipalities affected by the devastating Hatay and Kahramanmaras earthquakes in 2023 (the earthquakes). It will (i) establish disaster- and climate-resilient and inclusive infrastructure; and (ii) strengthen institutional capacity and community awareness for sustainable, inclusive, and resilient municipal services. The project will ensure designs and implementation comply with the latest national seismic standards and adopt robust materials, efficiency, and digital elements to enhance the quality, sustainability, and resilience of municipal infrastructure and services in the project area. The project is aligned with interim country partnership strategy for Turkiye, 2025-2027, which commits ADB to supporting resilient earthquake recovery and climate- and disaster-resilient infrastructure as a key pathway of one of its two pillars (Resilience Pillar). This is the first sovereign of ADB for Turkiye.

Restoring and improving municipal water supply, wastewater, and drainage infrastructure emerged as one of the most urgent priorities to protect public health and support affected people to recover from the economic and social impacts caused by the earthquakes. These investments complement parallel efforts in other areas, such as affordable housing, health infrastructure, business recovery, and education. They also provide an opportunity to improve sector performance and reduce vulnerability in lagging municipalities in southeastern Turkiye through building disaster- and climate-resilient systems. The 2023 earthquakes underscored the importance of robust infrastructure and services. The government adopted a build back better (BBB) approach in post-earthquake reconstruction, which focuses on resilient, sustainable, and inclusive recovery. This strategy seeks to reduce the impact of future disasters and climate change, restore livelihoods, and enhance social and economic resilience.

The Project is categorized as B for environment under ADB’s Safeguard Policy Statement (2009). Initial environmental examinations (IEE) conducted for two sample subprojects indicate that the project is unlikely to have any significant adverse environmental impacts that are irreversible, diverse, or unprecedented. The potential impacts are site-specific, are temporary in nature, and can be mitigated to standard levels without difficulty through proper engineering design and the incorporation or application of recommended mitigation measures and procedures. During construction, the potential impacts are expected to be site-specific and temporary, which may include but not limited to noise, dust and exhaust emissions from equipment and construction vehicles, siltation or discharge of pollutants to river/surface water, waste management, occupational health and safety, site accessibility, community health and safety, and construction traffic. During operations and maintenance, routine repairs and maintenance works will be very small in scale, conducted manually by small teams, and works will be very short-term thus will not cause significant physical impacts. The potential impacts may include, but not limited to, occupational health and safety, odor nuisance from wastewater treatment plants (WWTPs), discharge of untreated or partially treated wastewater and sludge, overflow from WWTPs, flooding due to leakages along water supply and/or sewerage alignments, inefficient sludge disposal, and community health and safety (e.g., exposure to biological hazard (e.g., viruses) and spread to the community; noise pollution, air pollution, and restricted access due to repair works. Provisions will be made in the design to recirculate or reuse treated wastewater from WWTPs; and to collect, thicken and dispose sludge.
