Project Description

According to the Bank’s website, the Government of Kazakhstan and the Asian Development Bank (ADB) establish a strategic knowledge collaboration by launching Statistics Improvement Program (SIP). The SIP is aimed at strengthening the government's decision-making by integrating best practices in statistical data collection and management, methodologies and approaches. The Bureau of National Statistics (BNS), under the Agency for Strategic Planning and Reforms of Kazakhstan, has been identified as the Executing Agency. The signed by both parties Memorandum of Understanding (MOU) lays out a clear framework for the SIP, detailing its objectives, tasks, and areas of cooperation. SIP supports ADB's Country Partnership Strategy for Kazakhstan 2023-2027 third objective aimed at strengthening governance and developing capacity.

A key focus of the SIP is to address skill gaps in the use of advanced technologies for data collection, processing, and analysis. To achieve this, BNS staff and relevant ministry personnel will receive hands-on training in modern data tools, including methods for integrating geospatial data with statistical information and managing large, complex datasets. The SIP project team will actively pursue collaboration with Korea Ministry of Data and Statistics (MODS), building on its extensive experience in digital transformation and innovative data practices. Through this partnership, SIP will help introduce new methodologies and guidelines, enabling BNS to harness non-traditional data sources such as AI, big data, and machine learning to significantly improve the accuracy, transparency, and timeliness of statistical outputs. These improvements in data management will empower the government to make more strategic decisions based on timely and accurate information.

The TA financing amount is $1,000,000, of which (i) $500,000 will be financed on a grant basis by ADB’s Technical Assistance Special Fund (TASF-other sources) and (ii) $500,000 will be financed on a grant basis by the Republic of Korea e-Asia and Knowledge Partnership Fund (EAKPF) and administered by ADB.
