According to the bank's website, this project "will focus on investment planning and project preparation. Subproject/1 aligns with and contributes to (i) the Strategic Plan of Action on Water Resources Management, through the development of bankable programs; and (ii) the Blue Economy Framework, which recognizes river basins and sustainable freshwater management as integral to the region's blue economy. It will promote both cross-border and intra-country regional and district upstream works and knowledge sharing by bringing together river basin managers, regional knowledge institutes (e.g.,/Partnerships in Environmental Management for the Seas of East Asia), and international networks".

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment. You can learn more about the Accountability Mechanism and how to file a complaint at: http://www.adb.org/site/accountability-mechanism/main.
