Project Description

The proposed cluster technical assistance (TA) aligns with the Asian Development Bank's (ADB) strategic priorities on climate action, regional public goods, digital transformation, and resilience. It seeks to strengthen knowledge on national water resources and water-related food security in ADB's developing member countries (DMCs) while expanding investment opportunities for river basin management projects and programs. Specifically, the TA will: (i) conduct research to analyze acute, chronic, and systemic events that pose longterm threats to river basin health; (ii) provide advisory support to DMCs and project teams to identify policy, institutional, financing, and technical investment opportunities that safeguard community safety, livelihoods, and economic wellbeing; (iii) support the preparation of new investment projects; and (iv) facilitate knowledge exchange and best practices among river basin managers.

The Resilient River Basin Initiative (RRBI) adopts a comprehensive source-to-sea perspective, applying landscape and systems approaches to enhance the resilience and sustainability of river basins in the face of environmental challenges, natural disasters, and human activities. With a long-term planning horizon, the initiative helps DMCs prepare for climate change impacts while leveraging and integrating existing ADB programs for efficient, cohesive scaling. The RRBI also coordinates closely with ongoing initiatives across ADB's regions, drawing on collective experience to maximize the impact of available staff and financial resources. It will also take stock and coordinate with other relevant programs.

Subproject 1 will increase opportunities for long-term safety, livelihoods, and economic well-being of river basins in Southeast Asia. Implemented in parallel with the other subprojects, it will focus on investment planning and project preparation. Subproject 1 aligns with and contributes to (i) the Strategic Plan of Action on Water Resources Management, through the development of bankable programs; and (ii) the Blue Economy Framework, which recognizes river basins and sustainable freshwater management as integral to the region's blue economy. It will promote both cross-border and intra-country regional and district upstream works and knowledge sharing by bringing together river basin managers, regional knowledge institutes (e.g., Partnerships in Environmental Management for the Seas of East Asia), and international networks.

Subproject 2 will assess changes in water availability and crop production across key river basins in the Hindu Kush Himalaya (HKH) region under various future climate and development scenarios.1 Wageningen University and Research (WUR), in consortium with FutureWater, will be engaged through direct contracting to undertake this work. Building on their previous research, the team will apply detailed mountain hydrology and crop production models to establish baseline assessments for glacially and snow-fed river basins, covering both current and projected future scenarios. 2 Subproject 2 will also support initial TA management, implementation, and knowledge-sharing activities.
