Project Description

According to the Bank’s website, the Technical Assistance (TA) will contribute to strengthening institutions and processes to advance gender-responsive budgeting (GRB) at subnational level in India, with a focus on sectors with low representation of women including roads, energy, skills, urban development and other infrastructure sectors. The TA will contribute to enhancing institutional mechanisms for GRB implementation through the development of time-bound gender-responsive public financial management (PFM) actions, gender action plans for priority sectors, and strengthened training and knowledge management systems that facilitate peer-learning from national and international best practices.

The TA directly aligns with the Government of India's Vision for Viksit Bharat@2047, which emphasizes 'women-led development' as a transformative approach where women serve as agents of change. In the 202526 Union Budget, Finance Minister Nirmala Sitharaman emphasized "nari-shakti" (woman power) as central to a vision of Viksit Bharat, with at least seventy percent women in economic activities by 2047 recognizing women's economic empowerment as essential for achieving India's aspirations to become a developed nation. Building on the momentum from the G20 Ministerial Conference on Women's Empowerment, and its side event 'Beyond 2025 Three Bold G20 Gender Equality Action Areas which was co-organized by ADB with Ministry of Women and Child Development (MWCD), this TA will integrate gender-responsive approaches within public financial management systems to foster more inclusive governance and promote equitable growth across India.

This TA contributes to the operational priorities 2 and 6 of ADB's Strategy 2030, and to the Resilience and Empowerment strategic focus area and Development Results 4 of Strategy 2030's Mid-term Review. Promoting GRB in DMCs is aligned with Sustainable Development Goal (SDG) 5, which focuses on gender equality. This TA builds upon the successful TA 9735-IND: Advancing Gender Budgeting in Select States, which was funded by Japan Fund for Prosperous and Resilient Asia and the Pacific (JFPR), and achieved significant outcomes in strengthening GRB mechanisms across participating states. Building on lessons and achievements, the current TA expands to six new states, focusing on deepening sector-specific approaches and developing more robust monitoring systems to further advance GRB across India. The TA directly supports ADB's Country Partnership Strategy (20232027) for India by promoting gender equality and mainstreaming and GRB.
