According to the Bank’s website, the proposed Technical Assistance (TA) program aims to support developing member countries (DMCs) in implementing trade facilitation initiatives by promoting green and digital solutions and other necessary supports such as improvement of single window systems, implementation of paperless trade, and enhancement of electronic data exchange. The TA activities will be delivered through three channels; (i) bank-wide support, which will include knowledge products and knowledge sharing events to capture and disseminate emerging practices in green and digital trade facilitation; (ii) subregional support, which will include developing action plans, conducting analytical studies, and organizing meetings and workshops in collaboration with subregional economic cooperation programs; and (iii) country-level support, which will include tailored assistance to selected DMCs, addressing their specific needs and challenges.
According to the Technical Assistance Report, the Risk Categories are:
Environment: Not Applicable
Involuntary Resettlement: Not Applicable
Indigenous Peoples: Not Applicable
The TA financing amount is $2,400,000, of which (i) $900,000 will be financed on a grant basis by ADB’s Technical Assistance Special Fund (TASF-other sources); (ii) $1,000,000 will be financed on a grant basis by the Regional Cooperation and Integration Fund; and (iii) $500,000 will be financed on a grant basis by the Japan Special Fund (JSF).

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment. You can learn more about the Accountability Mechanism and how to file a complaint at: http://www.adb.org/site/accountability-mechanism/main.
