According to bank's website, the technical assistance cluster subproject aims to improve the quality, delivery, and sustainability of investments for resilient, water-secure, and inclusive urban development in the Pacific through three key outputs. First, it will mobilize specialists to provide targeted implementation support covering engineering, procurement, safeguards, financial management, and gender to agencies implementing ADB loans and grants in the water and urban sector, including developing improvement plans for at-risk projects. Second, it will build a national expert pool by funding training attachments for early-career professionals in Pacific developing member countries (initially Solomon Islands and Tuvalu), while also creating a cadre of national consultants in financial management, safeguards, and gender, supported by mentoring and training. Third, it will promote regional capacity building and peer-to-peer learning through events such as the Pacific Water and Wastewater Association's annual conference and other regional exchanges.
