According to the Bank’s website, the proposed technical assistance (TA) Mongolia: Preparing the Provincial Health Service Delivery Project will support the government in preparing the proposed Provincial Health Service Delivery Project. The TA will assist the government and ADB in conducting all necessary analysis in Mongolia, and developing the design of the ensuing project. The project is envisaged to be developed, based on experiences from the previous ADB-financed health sector development projects and international best practices.
The TA will provide consulting support to (i) gather and update available information on the situation of the tertiary care and hospital sector at the regional and aimag (province) level; (ii) assess the health needs of the population in regions; (iii) develop the design of the project, that expands hospital services in line with the newly adopted regional development concept, and based on the health needs of the population and identified climate risks, including the vulnerability of health infrastructure and service delivery to extreme weather events; (iv) help reach consensus among main stakeholders on a project design; and (v) carry out the due diligence. MOH, as the proposed EA has limited capacity and resources to prepare such a complex project that requires alignment with relevant ADB rules and guidelines, and international expertise in hospital planning.
The project is included as confirmed in the Mongolia project pipeline list for 2026 and the TA is included as a firm deliverable in 2025 in the country program for Mongolia.

The TA financing amount is $800,000, which will be financed on a grant basis by ADB’s Technical Assistance Special Fund (TASF 8).
