Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to the Bank’s website, this technical assistance will help the government prepare the ensuing project, Modernizing Social Insurance System Project, through conducting due diligence and assessments required for project processing. This will also support attainment of project readiness, and enable timely start of project implementation.

The performance and sustainability of state social insurance and Tajikistan’s pension system are affected by weak and fragmented legislation, inadequate social insurance system administration, weak financial management, weak capacity in actuarial calculations, weak internal audit and fraud prevention, lack of systems and weak capacity in implementing personified accounting of pension rights, weak control of the assignment and payment of pensions, and almost absent digitalization of the system.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

The TA financing amount is $500,000, which will be financed on a grant basis by ADB’s Technical Assistance Special Fund (TASF 8).

The government will provide counterpart support in the form of counterpart staff, office accommodation and supplies, and other in-kind contributions.
