According to the Bank’s website, the Technical Assistance (TA) cluster aims to support communications, knowledge management, and portfolio management for Asian Development Bank’s (ADB) South Pacific developing member countries (DMCs). The TA cluster will help implement the ADB Pacific Knowledge Plan, described in the Pacific Approach, 2021–2025, and will focus on enhancing knowledge and capacity by improving the quality of country programing and portfolio management, as well as the visibility and sharing of experiences of ADB’s Pacific operations.
The TA cluster will have the following outcome: knowledge support and project communications improved across the South Pacific. The TA cluster (Enhancing Knowledge Driven Development in the South Pacific), in the amount of $2 million, will be approved together with subproject 1, covering Pacific Subregional Office countries (SPSO) and subproject 2, covering Pacific Liaison and Coordination Office (PLCO) countries. The TA cluster will share lessons and experiences regionally to spur replication and upscaling of concepts and approaches.
The subproject will provide support to PLCO DMCs (Nauru, Solomon Islands, and Vanuatu) for in-depth assessments, analytical work, and real-time evaluations to aid country programming. It will also enable quick responses to emerging challenges in project design and implementation faced by executing and implementing agencies by offering technical support to address and troubleshoot issues. Additionally, the subproject will facilitate activities under PLCO-led Output 2: Strengthening project communications and enhancing the visibility of ADB operations.

The TA cluster subproject 2 financing amount is $1,000,000, which will be financed on a grant basis by the ADB’s Technical Assistance Special Fund (TASF 7). ADB may explore additional financing in due course to complement the TA subproject 2 financing and expand the TA benefits. The government will provide counterpart support in the form of counterpart staff and other in-kind contributions.
