According to the Bank’s website, the proposed technical assistance (TA) will support accelerating the use of digital technologies for smallholder farmers in PRC, Sri Lanka, and Viet Nam. The TA will adopt a bottom-up approach to identify factors enabling and constraining the use of digital technologies in promoting greener and more resilient agricultural, food security, and rural development. Specifically, the TA will contribute to: (i) enhance understanding of the current status, challenges, opportunities, and best practices of agricultural digital technologies in the three selected countries; (ii) improve awareness and capacity of relevant stakeholders, including policymakers, farmers, agribusinesses, and researchers on the benefits and potential of digital agriculture in improving productivity, sustainability, and resilience in the selected countries; (iii) strengthen regional cooperation and knowledge sharing among the three countries and the region on digital agriculture development and innovation, as well as identification of common interests and priorities for future collaboration; (iv) improve policy and institutional frameworks for supporting digital agriculture adoption and scaling up in the three countries, based on evidence-based analysis and recommendations from the project; and (v) identify and prioritize investment opportunities to leverage digital agriculture initiatives and infrastructure in the three countries. This TA will replicate selected outputs and activities from the Accelerating Sustainable, Resilient, and Inclusive Agricultural and Rural Transformation with Digital Technologies in the PRC and Its Implications for Developing Asia, to the selected countries.

The TA financing amount is $500,000, which will be financed on a grant basis by the People’s Republic of China Poverty Reduction and Regional Cooperation Fund (PRCF) and administered by ADB.
The governments will provide counterpart support in the form of counterpart staff, access to data, and other in-kind contributions.
