According to the Bank’s website, the technical assistance (TA) will assess the current state of the pro-competition regulatory environment within economies in developing Asia, analyzing the implications for economic performance and identifying key reforms to enhance growth prospects.
Pro-competition regulation in the markets for goods and services can help boost living standards, raise output per capita by increasing investment and employment, and encourage firms to be more innovative and efficient, thereby lifting productivity. The challenge is that in most of developing Asia, measuring and tracking the regulation of these markets is not done. The ability to benchmark a country's regulatory stance against peers and to track reform progress over time is essential, so policymakers can evaluate where they stand, what changes are needed, whether progress is being made, and what impact this is having on their economy.
According to the Technical Assistance Report, the Risk Categories are:

The TA financing amount is $500,000, which will be financed on a grant basis by ADB’s Technical Assistance Special Fund (TASF 8 for $175,000 and TASF-other sources for $325,000).
