Accoring to bank's website, the SEFF aims to deliver project preparation for activities aligned with the priorities of the CPS. The SEFF will support: (i) conceptual design and project feasibility studies, (ii) safeguards preparation, (iii) economic and financial due diligence, (iv) detailed design, (v) pilot demonstrations, and (vi) operational expenditures of Project Implementation Units (PIUs).
The three outputs of the SEFF are:
Output 1: Project implementation readiness for ensuing projects improved. The facility will support project preparation, design activities, and institutional strengthening for investments to be financed under one or more ensuing ADB-financed projects, including the Dushanbe Eco-mobility Project.
Output 2: New technology, innovation, or improvement in design pilot tested. The facility will support pilot-testing advanced technologies and management approaches to reduce life-cycle costs, improve service efficiency and quality, and minimize negative environmental and social impacts.
Output 3: Project efficiency and sustainability enhanced. The facility will enhance project delivery efficiency and sustainability, and provide support for institutional strengthening, improved climate mitigation and resilience measures, the promotion of gender participation outputs, and considered attention to operations and maintenance needs.
The SEFF activities will enhance the gender impact and/or climate change resilience of ensuing ADB-financed projects.
