As stated by the ADB, the TA will focus on evaluating the wind potential of various site/s for government investment in wind energy. A feasibility analysis of viable wind sites will be carried out, which will inform the government on the scale of wind projects and how best to develop this potential. The TA will also fund the equipment for measuring wind speeds and directions to confirm site selection and build capacity for wind energy development in the EA.
The rationale for this TA stems from Turkmenistan's urgent need to diversify its energy mix and enhance sustainability in its power generation sector. The main challenges include the lack of reliable data on wind potential and the country's limited experience to carry out technical studies, such as grid impact assessments and environmental evaluations. The TA helps bridge these gaps by supporting the government with site identification and conducting detailed wind resource assessments. This initiative will contribute to Turkmenistan's broader goals of improving energy security and aligning with global climate change commitments by ensuring the development of well-planned wind energy projects.
