According to the ADB, based on a formal request from the Azerbaijan Ministry of Digital Development and Transport (MODDT), the TA will analyze the Azadliq Avenue E119 corridor in Baku for potential development as a mass transit corridor. This pre-feasibility evaluation will determine whether the 14.7-kilometer corridor has the potential to be a public transport value addition to the city.
The TA will support consulting services to evaluate:
(i) Physical characteristics of the corridor roadways (e.g., right-of-way width, cross-sectional functions, traffic signaling systems, etc.);
(ii) Operational characteristics of corridor (e.g., passenger and vehicle volumes, pedestrian and bicycle movements, etc.);
(iii) Technology options for the corridor (e.g., light rail transit or bus rapid transit, battery-electric buses, space for cycle lanes and pedestrian facilities, etc.);
(iv) Financial analysis of capital requirements and operational profitability; and,
(v) Preliminary institutional arrangements.
For the bus rapid transit (BRT) option, battery-electric bus technology will also be included in the analysis. This pre-feasibility knowledge work is expected to inform the development of a TA to develop a full feasibility study for an ensuing investment project (i.e., Baku EcoMobility Project). Azerbaijan is hosting the 29th Conference of the Parties (COP29) to the United Nations Framework Convention on Climate Change (UNFCCC) in November 2024; given the timing of the COP, the Ministry of Transport would like to showcase projects with potential for significant greenhouse gas reductions.
