According to the Bank’s website, the proposed project, funded by a $2 million grant from the Asia Pacific Disaster Response Fund (APDRF) aims to provide immediate relief support to meet the humanitarian needs of those affected by Typhoon Yagi. Yagi, which made landfall on 7 September 2024, was the strongest storm system to hit Viet Nam in 30 years. Strong winds and heavy rainfall triggered severe flooding and landslides causing widespread damage and loss of life in the northern provinces of the country, including the capital city Ha Noi. As of 16 September 2024, at least 298 people were reported dead with 35 people missing, and 1,922 people injured. The UN Resident Coordinator Office's (UNRC) estimates the resources required for emergency response to be around $42 million. The Government of Viet Nam has provided $14.2 million equivalent (VND350 billion) for the affected provinces and called on the international development community to provide assistance for the emergency response.
