The technical assistance (TA) by ADB will support the Government of Nepal in preparing the Enhancing Skills for Productive Employment Project, designing a comprehensive reform program, and strengthening institutional capacity for effective implementation. The TA will primarily assist the Ministry of Education, Science and Technology (MOEST) and the Council for Technical Education and Vocational Training (CTEVT) in developing and operationalizing policies that promote flexible, inclusive, and market-responsive skills training. The TA aims to establish a sustainable, modular, and competency-based skills training and assessment system. This includes the development of a time-bound policy action framework that fosters a dynamic and adaptive skills ecosystem aligned with Nepal's labor market needs. The TA will also support the design of training programs in priority trades within growth sectors, ensuring alignment with the National Qualifications Framework (NQF) and the TVET Sector Strategic Plan (TSSP) 2023-2032. This initiative is fully aligned with the ADB's Country Partnership Strategy for Nepal, which emphasizes human capital development as a key driver of inclusive and sustainable economic growth.
