According to the Bank’s website, the TA will support initiatives that are aimed towards preparing ADB Developing Member Countries (DMCs) to strategically engage in international carbon markets, under the Paris Agreement as well as under the voluntary carbon markets framework, as a source of finance to achieve their Nationally Determined Contributions and to generate opportunities for private investment for climate action.
The TA will facilitate market development support to the following DMCs for enabling access to international carbon markets: Cambodia, Indonesia, Maldives, Mongolia, Pakistan, Papua New Guinea, Philippines, Thailand, Timor-Leste, Uzbekistan, and Viet Nam
According to the Technical Assistance Report, the Risk Categories are:

The TA financing amount is $1,050,000; to be financed from ADB’s Technical Assistance Special Fund (TASF 7: $550,000; TASF-other sources: $500,000).
