According to the Bank’s website, the government has recognized the pressing needs to enhance climate resilience and has developed the National Strategy for Adaptation to Climate Change for the Period up to 2030. The government has requested ADB to support urban water resilience in Dushanbe given ADB's in-depth engagement in WSS improvement in the capital city since 2018.
The executing agency for the project will be State Executive Authority of Dushanbe City and the implementing agency will be State Unitary Enterprise Dushanbevodokanal (DVK), which are also the executing and implementing agencies of the Dushanbe Water Supply and Sanitation Project and additional financing.

The project cost estimate is $38 million. The project team has secured $8 million grant from Asian Development Fund 14 thematic window for climate change resilience for 2027 commitment. The remaining $30 million is expected to be financed through concessional ordinary capital resources loan for 2027 commitment. The financing amount is to be reflected in future programming documents, and confirmed through the 2026 Country Programming Mission Aide Memoire.
