According to the Bank’s website, the proposed regional technical assistance (TA) is to support the implementation of the E-Mobility Program (the program) cofinanced by the GCF and ADB. The program will consist of projects, which may be new projects or additional financing of existing projects, that will be developed and implemented in the program countries and that will be selected in accordance with the eligibility criteria. The TA is to help ADB plan, implement, and monitor the program.
According to the Technical Assistance Report, the Risk Categories are:

The TA financing amount is $9.92 million, financed on a grant basis by GCF and administered by ADB.

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment. You can learn more about the Accountability Mechanism and how to file a complaint at: http://www.adb.org/site/accountability-mechanism/main.
