According to the Bank’s website, the Asian Development Bank (ADB) will set up and administer the ADB Frontier Seed (Mekong) technical assistance (TA) to identify and fund growing small and medium-sized enterprises (SMEs) with potential to transform and/or create local industries, contributing to sustainable and inclusive growth in Cambodia and in the Lao People’s Democratic Republic (Lao PDR). ADB will operationalize this TA with an initial budget of $6.4 million and will target an expansion of the TA budget to $10 million by raising additional cofinancing. The TA will support private sector development (PSD) and aims to pilot innovative financial products and mobilize risk capital into the SME sector in these markets.

The TA financing amount is $6.40 million, of which (i) $0.50 million will be financed on a grant basis by ADB’s Technical Assistance Special Fund (TASF 7) and (ii) $5.90 million will be financed on a grant basis by the Nonsovereign Revolving Trust Fund and administered by ADB.
