As stated by the ADB, this TA will support developing decarbonization technology in agriculture and energy synergy, which is 'PV Plus industry, in Hunan, China. By combining agriculture ecosystem with energy integration technology, an innovative technology solution will be developed to promote ecological cycle in agriculture, forestry, and fisheries industries. Methods for ecological protection and restoration will also be explored with PV-related renewable technologies. The macro goal is to change the existing energy structure and industry structure with lower carbon emission and more ecological sustainable.
This TA is aimed at supporting:
(1) Improving existing agriculture-energy synergy related policy systems. By analyzing existing photovoltaic projects and the current situation of ecological restoration in Hunan, this project aims to propose some constructive suggestions and solutions to address the misalignment between existing national policies and renewable energy industry. In this project, policies and regulations for site selection, project approval for the "PV plus" industry in Hunan Province will be researched and proposed.
(2) Research content of "PV Plus" Models. The project intends to establish "PV plus" project model by studying the synergy of photovoltaic technologies with agriculture, forestry, and fisheries. Quantitative analysis will be applied in project to analyze benefits and advantages.
(3) Formulating a technical standards system for 'PV Plus . The goal is to establish a technical standard system for developing "PV Plus" industry and develop a technical standard system for agriculture-photovoltaic and forestry-photovoltaic integrated industries. A "PV Plus" ecological protection and restoration system and its assessment and monitoring system will also be researched and proposed.
(4) Promoting Regional Coordination and Development. This project aims to build a series of demonstrative "PV plus" projects to achieve complementarity, development and integration of agriculture, forestry, fishery and PV industries. With these projects, it can improve natural environment and wasteland problems. Form macroeconomic prospective, it can improve local economy growth, support diversification of land restoration and maximize the ecological and economic benefits, which in return, promoting development of renewable energy industry, local industry, local livelihood.
