As stated by the ADB, the proposed Small Expenditure Financing Facility (SEFF) is designed to support (i) urgent post project completion activities to secure the ongoing sustainability of outcomes under existing ADB projects in the context of Sri Lanka s ongoing economic crisis, and (ii) achievement of the governments ambitious renewable energy targets and Nationally Determined Contributions under the Paris Agreement, through the preparation of new ADB projects.
The specific activity 1 ( Sub loan) is to support the post completion activities urgently required to support sustainability of the outcome of the Moragolla Hydro Power Project delivered under the Green Power Development and Energy Efficiency Improvement Investment Program Multitranche Financing Facility (MFF). The modality s streamlined processing requirements and suitability for supporting existing projects will facilitate the efficient delivery of post-completion activities that are beyond the scope of the MFF and the current financial capacity of the Ceylon Electricity Board (CEB) in the context of the ongoing economic crisis.
As stated by Devex, Ceylon Electricity Board is a body corporate established on the 1st November 1969 under the Act of Parliament No. 17 of 1969. It is empowered to generate electrical energy, transmit the same and distribute it to reach all categories of consumers and to collect the revenue. It is also empowered to acquire assets, including human resources following the approved procedures. It is the duty of the CEB to make the optimal use of the resources through the application of pragmatic and time-tested managerial methods.
