Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to the Bank’s website, the technical assistance will serve as an end-to-end, climate-focused project development, implementation support and innovation facility for water and urban development sector support to Southeast Asian developing member countries (DMCs). The facility will support the following activities: (i) upstream sector diagnostics leading to pipeline of climate-focused, low-carbon urban and water sector investments suitable for sovereign, non-sovereign and blended financing, (ii) project design for sovereign projects, ensuring ADB's value added through the adoption of innovative approaches such as nature-based solutions, digitization, last-mile connectivity to under-served areas, gender inclusion, and contracting modalities to strengthen engagement with private sector operators e.g. performance-based non-revenue water management contracts; (iii) institutional reforms and capacity development to ensure the right enabling environment, and (iv) follow-on support for ADB-financed projects to ensure sustainable operations and maintenance arrangements are in place.

The TA will take a systematic approach to private sector development planning by assessing the water and wastewater value chains, identifying infrastructure needs, and assessing what infrastructure modality creates value for money. Activities supported under the TA will aim to create upstream, midstream, and downstream opportunities to support private sector development in Cambodia, Indonesia, the Lao People’s Democratic Republic, the Philippines, Thailand, Timor-Leste, and Viet Nam. Such interventions include but are not limited to (i) improving the enabling environment through strengthening of the regulatory environment, e.g., through tariff reforms; (ii) identifying opportunities for PPPs; and (iii) making specific investments that could be best delivered through nonsovereign financing.

The TA financing amount is $6,304,000, of which (i) $1,504,000 will be financed on a grant basis by ADB’s Technical Assistance Special Fund (TASF), with $1,295,000 from TASF 7 and $209,000 from TASF-other sources; (ii) $1,800,000 will be financed on a grant basis by the Global Environment Facility and administered by ADB; and (iii) $3,000,000 will be financed on a grant basis by the Urban Resilience Trust Fund under the Urban Financing Partnership Facility and administered by ADB.
