As stated by the ADB, the project consists of an investment in: i) Battery-electric bus fleet and charging equipment; ii) Green corridor with dedicated busway and quality bicycle and pedestrian infrastructure; iii) Parking management system; and iv) Institutional capacity building.
Since the early 2000s, Dushanbe's private vehicle ownership and usage has grown rapidly. The number of private cars has been growing at an annual average rate of approximately 6.5% over the past two decades (UNDP) and more recently at a rate of nearly 10%. The country is also experiencing rapid urbanization with the percentage of urban population expected to increase from 27% today to nearly one-half by 2050. Dushanbe is expected to receive the largest share of this rural to urban shift. While the number of private vehicles has increased, there has been an associated fall in public transport usage, at least with the formal bus system. Many public transport trips have migrated to private marshrutka (van) services. Currently, approximately 1,400 marshrutkas are legally operating in the Dushanbe (ADB, 2022). At the same time, illegal marshrutkas and sedan ridesharing are evident across the city.
