According to the Bank’s website, the technical assistance (TA) will support activities (on a pilot basis) to increase the positive development impact of ADB operations in Developing Member Countries.
The technical assistance (TA) will support improvements in the quality of upstream diagnostics, project preparation, implementation, and evaluation across about a dozen Asian Development Bank (ADB) projects and programs that have been identified for piloting. The methodologies for such improvements will be piloted and will not only improve the quality of those projects and programs but will also generate lessons and approaches (and cost implications) that are expected to improve the development impact of ADB operations for all developing member countries in the years after TA completion.
Working with client governments, the TA will support upstream diagnostics through the preparation of country diagnostic studies, sector and thematic diagnostics, and private sector development diagnostics.
According to the Technical Assistance Report, the Risk Categories are:
Environment: Not Applicable
Involuntary Resettlement: Not Applicable
Indigenous Peoples: Not Applicable
The TA financing amount is $1,000,000, which will be financed on a grant basis by ADB’s Technical Assistance Special Fund ($500,000 from TASF 7 and $500,000 from TASF-other sources).

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment. You can learn more about the Accountability Mechanism and how to file a complaint at: http://www.adb.org/site/accountability-mechanism/main.
