According to the Bank’s website, the TA supports development of strategies for sustainable mangrove management through co-benefits enhancement and natural capital value capture mechanism in the PRC's southern coastal provinces. The TA will do so by assessing the national mangroves restoration efforts; analyzing key ecosystem services such as coastal protection, carbon sequestration, livelihoods opportunities, and biodiversity conservation and identifying strategies to enhance co-benefits and capture financial returns for local communities and input providers especially from the private sector such as tourism operators; and improving technical know-how, financing, governance, and policy dimensions for enhanced institutional capacity. The TA aligns with the goals of the Special Action Plan for Mangrove Protection and Restoration (2020 - 2025) and follows A Guideline on Setting up and Improving the Mechanism to Realize the Value of Ecological Products.

The TA financing amount is $300,000, which will be financed on a grant basis by ADB’s Technical Assistance Special Fund (TASF-other sources).
The government will provide counterpart support in the form of available and public relevant government data provision, office accommodation and necessary facilities, administrative assistance, access to existing reports and data, secretarial assistance, and other in-kind contributions.
