According to the Bank’s website, the technical assistance (TA) will support the development of a model for agricultural waste recycling and summarize the methods and strategies of agricultural waste treatment and utilization that are suitable for People's Republic of China (PRC). The TA will conduct comprehensive research which will entail an assessment and evaluation of the sources, components, quantities, and current treatment methods of agricultural waste in Hubei Province. The TA will (i) identify institutional and policy constraints for effective agricultural waste recycling; and (ii) develop carbon accounting methods for the recycling and utilization of agricultural waste. First-hand data will be obtained on agricultural waste treatment to provide a scientific basis for effective agricultural waste recycling strategies and subsequent policy formulation and resource allocation.

The TA is estimated to cost $600,000 (Table 1), which will be financed on a partly grant basis by ADB’s Technical Assistance Special Fund (TASF-other sources). The TA will follow a 50:50 cost sharing arrangement. ADB will initially finance the estimated full amount of $600,000 to support the planned TA activities. During implementation, 50% of the actual TA costs incurred, or CNY2.1372 million ($300,000 equivalent), whichever is lower, will be reimbursed to ADB in three installments to ADB’s TASF designated account. The government will also provide counterpart support in the form of counterpart staff, office, office supplies, secretarial assistance, local transportation, and other in-kind contributions.
