According to the Bank’s website, the proposed results-based lending (RBL) program aims to significantly improve the financial sustainability and service delivery performance of 39 of Pakistan’s commercial state owned enterprises (SOEs) and National Highway Authority (NHA), the largest loss-maker in the country’s SOE portfolio. These SOEs place a considerable burden on overall economic productivity and undermine the government’s overarching goal of a prosperous, equitable, and thriving economy.in
According to the Program Safeguard Systems Assessment, given the nature of the Accelerating SOE Transformation Program’s NHA component, which is entirely focused on institutional reforms and does not include any physical works, construction activities, or land-related interventions, the program does not pose direct environmental or social safeguard risks. Accordingly, it is classified as Category C for Environment, Involuntary Resettlement, and Indigenous Peoples under ADB’s Safeguard Policy Statement (2009).
