According to the Bank’s website, the proposed project in coastal province of Fujian in the PRC will address the significant climate change risks and hazards, and biodiversity loss challenges of two coastal cities. Project objectives will be to improve urban climate change resilience and biodiversity of two cities in coastal province of Fujian in the PRC. Lessons and potential replication will benefit also other coastal cities in Fujian Province and the PRC through a strategic knowledge partnership between the two cities, the province and the national government. Three outputs are proposed.
Output 1: Capacity of institutions for coastal climate and biodiversity action enhanced. This output will strengthen capacity of institutions and interagency coordination on risk-informed and gender-responsive climate and biodiversity conservation actions. This includes consulting services and investments in ICT platforms for shared monitoring and cross-agency coordination for urban resilience, early warning and biodiversity monitoring.
Output 2: Coastal cities resilience green and gray infrastructure and facilities improved. This output includes structural and non-structural measures, including green and gray flood risk management infrastructure, an emergency response center, and related digitalization equipment and cross-sector ICT platforms.
Output 3: Biodiversity conservation and enhancement measures in coastal wetlands and mangroves implemented. This output includes conservation of wetlands and mangroves in national nature reserves, and biodiversity habitat expansion through wetland and mangroves restoration and change to sustainable agriculture and aquaculture practices in buffer and experimental zones to the protected areas.

According to the Project Administration Manual, the project is estimated to cost CNY1,906.80 million, including taxes and duties, physical and price contingencies, and interest and other charges during implementation.
The government has requested a regular loan of CNY1,013,560,000 from ADB’s ordinary capital resources to help finance the project. The loan will have a 25-year term, including a grace period of 6 years; an interest rate determined in accordance with ADB’s Local Currency Loan Product; a commitment charge of 0.15% per year.
